Compared to the chaotic breakup of the Soviet Union, Yugoslavia has been fairly peaceful since the Communist Bloc collapsed in 1989. Sure, once the Yugoslav Communist Party lost its monopoly on power, the country came close to war to prevent the secession of Slovenia and Macedonia, but cooler heads prevailed. Kosovo is a perennial problem, but no one other than Serb and Albanian ultra-nationalists are too concerned of it. Yugoslavia's transition to capitalism has been much smoother than in Russia. So your challenge is, for a POD after 1980, for Yugoslavia to descend into a bloodbath. Bonus, if foreign powers directly intervene in the wars. And please don't use these "hardline Communists attempt to seize power, resulting in civil war" TLs that have floated around.
 
If Germany had withdrawn its contribution to the European bailout of 10 billion D-marks, as it is purported to have considered, then its entirely likely that Markovic would not have been able to stop the Yugoslav economy's freefall with an infusion of much needed cash. Without the liberal, federalist Alliance of Reformist Forces in power through the mid-1990s, the nationalists in the republics would have likely gained power as the only real alternative left, after the unreformed Titoists had been discredited. If the nationalist groups had gained control outside of peripheral areas like Slovenia and Macedonia, there would have been a bloodbath. We could have gotten this guy in power. Instead, he's running a talk-radio show, where his fascist meanderings are much less out of place.
