IOTL, Quebec voted 54% to 46% in favor of independence in the referendum of 1995. What would have happened if, instead, the referendum had narrowly failed?
I doubt we'd have seen the balkanizing of Quebec, either, once those city/areas that didn't want to leave Canada voted to leave Quebec and the Quebecious movement couldn't do anything about it...
And Quebec wouldn't have been excluded from NAFTA. Everyone knows that Quebec government supports the Gore administration's, ahem, troubled nation-building endeavors in hopes that Washington will convince Canada to admit Quebec into NAFTA.
