DBAHC: Swap Italian and German Competence and Luck

The two dictators can't be any more different in terms of legacy. Though extremely bombastic and lacking a good deal of the advantages Germany had, Mussolini played his cards extremely well. He managed to overturn what a lot of nationalists thought of as la vittoria mutilata, revitalized and industrialized a primarily agricultural state, solidified an empire in Africa, and through diplomacy and subterfuge managed to break British Hegemony in the Mediterranean with a new Alliance. An impressive record honestly.

Then you have Hitler. After managing to militarize the Rhineland and kicking his country's struggling economy into high gear, he horrendously mucks up Anschluss, nearly went to war with France over the incident, and manages to get his army's ass kicked by poor and modernizing Poland when he horrendously misjudges the attitudes of the Little Entente. If Poland didn't win so quickly; it's said his economy would've collapsed after cooking itself to death.

I really am curious on how you can reverse these two's legacies honestly, since it doesn't seem to be as ridiculous as say keeping the Third Republic stable, or having Japan actually win against the Soviets.

Hitler with Mussolini competence would literally stop at Munich agreement while preparing to goad Soviets for invading Europe proper first, so he would fight a justified defensive war...

I think the problems is that Leaders Competency and Competency on nations kinda sliths together and its hard to determine which things were due to leader and which due to country.

Based on the Yugoslav Gambit I take it? Probably also helped that in spite of the issues with the Regio Esercito's higher ups and equipment issues, it was one of the few plans that Italy could pull off successfully due to years of planning and deals with Croatian seperatists. I believe Ciano did much of the penmanship for the final agreement post-war; won Italy good friends from some past sore losers in the Balkans.

Yeah, I was meaning Italian performance in this case, let me fix the title to match it a bit better. Il duce's bombacity and tendency to vacillate marks him as not the best policy maker. I'm mostly just impressed since in spite of his personal flaws and some serious flaws in the Italian government he did so well. I was just figuring what would happen if some of his luck rubbed off on another dictator with similar ambitions, since Germany had some extra advantages compared to Italy.
