Let's be honest, Herzl's vision of a Jewish state in the ancient Land of Israel does not seem to have panned out. Make no mistake, Israel is a stable democracy, probably the most prosperous state in the Levant, and no vote to recent the Law of Return has gotten more than three votes in both houses of the Knesset put together in over 50 years.
That being said, not only are Jews a narrow plurality when you include the non-practicing population but the supposed co-official language of Neo-Hebrew is about as proportionally important as Gaelic in Ireland at best. There are a few Kibbutzim where it dominates, but they are outnumbered by the Yiddish speaking Hasidic community and more to the point Arabic is the universal second language for both and the native daily language for almost everyone else not fresh off the boat.
So, how do we get a situation where government business/legal rulings/daily life defaults to Hebrew rather than Arabic? A political situation where there is a mono-confessional or nearly so cabinet may work, but that's just creepy.
