Current technology with old PODs

Octavius Thurinus descendant of the Roman Emperor Constantine XI Palaiologos. He is an imperial television tycoon and one of the 100 richest men in the world. Since 2000 he is the President of the Imperial Council.
His great grandfather and grandfather were great inventors of Radio and Television. He also had an uncle who was the first astronaut to set foot on the Moon.

Hello, everybody. The above is a "hypothetical" sample of an alternative history where the Roman Empire survived until our days but with the condition of having the same current technology with small differences.
Is it plausible to have the same current OTL technology with PODs as far back as 100, 250, 500, 1000 and 5000 years?

As soon as humankind population curve follows modern one, the tech level remains approximately the same.
In case of surviving Roman Empire is suspect the technology levels will lagging behind OTL by at least 100-200 years - in standard history, Roman Empire since 3rd century have consistently failed to match the population density of the surrounding territories, ultimately resulting in outburst of uncontrolled migration and Western Roman Empire dissolution.
