Cuba isn't at par with the philippines. Cuba doesn't have the manpower nor resources to become indepedent of Spain not unless a great power carries majority of the load like otl. Philippines with or without great power help can be indepedent from Spain due to its larger manpower and resources, like an asian version of Mexico.
There was a reason on why Cuba cannot into independence was because Spain considered Cuba as one of its integral part like Canaries, de facto speaking, no wonder Spain refused to sell Cuba to the US in OTL. Spain rather lose Mainland Latin American and the Philippine colonies than Cuba and Puerto Rico. Heck, Spain tried to reconquer Santo Domingo! Carribean colonies were the crown jewel colonies of Spain.
Regarding the Philippines, had the British intervene in favor of Navales in exchange of having the country to be an economic vassal of the British Empire like Argentina in OTL, they could get independence.
