CSA Holds Atlanta Until 1864 Election: Does Lincoln Still Win?

Just like it says. Whomever is in command (Hood, Johnston, etc) of the defense of Atlanta manages to NOT do a suicide charge and defends Atlanta in good order. Does Lincoln still win the election later that year? Also, what does Congress look like?

Probably not enormously changed unless Sheridan and Farragut are also defeated. Lincoln probably still wins

A few seats might be shaved of the Republican gains in the HoR, but as the new Congress doesn't meet until Dec 1865, that isn't immediately important. At most, perhaps one or two of Andrew Johnson's vetoes are sustained, but even that is probably only a delay.

This. It might shave off a few votes, but short of a complete and total reversal across the entire front Lincoln is going to win.
