IIRC*, the one-time pad was invented in 1917 and patented in 1919. The Weimar Republic was using it for diplomatic codes by 1920. What would the effect of its invention ten years prior and implementation by most major powers soon after have been?

I guess I should ask if anyone has any idea what important diplomatic codes were broken beginning in 1910. The first I can find is that British code-breaking led the government (erroneously) to believe that there was massive German-funded subversion going on in the United Kingdom during the Agadir Crisis. If the Germans' messages were coded, then the British would not have believed that there was a concerted effort to undermine the UK going on; I have no idea what change that would make.
