If anything, the continent makes peace at the expense of Britain- a rather easy affair given the overwhelming naval superiority the Continent possesses

Lets work on the assumption things reassemble OTL with Russia collapsing, but the USA keeping out and the French morale folding in 1917-1918. IMHO the most plausible CP victory scenario. In this scenario, nobody wants to continue hostilities, the Royal Navy is largely untouched and the German navy largely discredited.
The Germans have traditionally more in common with the UK than their immediate neighbours. Suggesting Germany would suddenly align itself with a collapsed republic and communist state to continue hostilities is absurd. The UK would seek to reconcile its relationship with Germany and can facilitate with extensive colonial gains.
Germany never seriously expressed a policy to dominate Britain militarily, except in trash British paperbacks published during the naval race. The floating debris you listed for France, Russia, Italy etc is scarcely an asset to the Germans... More likely Germany would get those secondary powers to sign 'harmless' economic treaties...
