Country with Administrative Divisions based on economics

IOTL most countries base their first-level administrative divisions based on non-economic internal reasons like history, border negotiations, first language spoken, ethnicity etc. However in fiction such as the Hunger Games, and some early Soviet proposals, countries can have administrative divisions based on 1) type of resource produced 2) economically integrated/close areas.

The 1st is probably much harder to achieve than the second for obvious reasons, although “main export by state/province” would a good starting point.

So someone organize arround productive clusters/value chains? like the agricultural regions are one, the heavy industries and so on?
 
Tokugawa Shogunate kind of did OTL. Domains were allotted to vassals based on their potential rice production as determined by land surveys. The unit was "koku", determined as the amount of rice required to feed one person for a year. In the highlands of Tohoku and Ezo/Hokkaido, goods of equivalent value to rice production were used as the measure.

This is somewhat of a very old concept since in medieval northern Europe, the original definition of a hide of land was land capable of supporting one family for a year, and a hundred (which was an administrative division) was that capable of supporting 100 families.

There was an EU attempt to provide funding to countries based on wealth of a region. If you were category 1 you would get funding for certain things, if you were category 2 (and poorer) you would get funding for more things, if you were in category 3 you would get more funding again.

The EU goal was that subnational administrative borders would be used for these regions. Instead countries designed borders for the grant applications so that they would be able to get the maximum amount of their country into the poorer categories and the borders were completely arbitrary.

At one stage Ireland was divided into 2 regions. One region was the entire country except for a small block (about 10 square kilometers) in the middle of Dublin while the other region was that small block in the middle of dublin.
 
Planned economies get pretty close to this. They tend to take a company town approach to development, where one giant factory produces a given product or product category for the country. For example, if you bought a computer or typewriter in East Germany, it would almost certainly have been made by Robotron in Dresden.

Yeah, this would most likely happen in a Soviet Union that completely disregards the emphasis on minority rights and instead pushes in the opposite direction in an effort to create the beginnings of a post-national world state. So maybe the SSRs are divided on the basis of economic regions instead of any historic or cultural ones.
