How effective will they be in the counter-terrorism/insurgency operations?
 
Look up the Stalin-era insurgencies in Chechnya, Ukraine and the Baltic States for how the NKVD conducted counterinsurgency.

Short answer is, they went Roman on their asses. In the Chechen case, upwards of 700,000 were deported - half the population of Chechnya - and the official number of killed was 144,000. The real number is probably nearer 200,000. The Soviets didn't go in for hearts and minds.

If you want nasty, try a Soviet occupation of Finland. The Finns had cached military-grade weapons for an insurgency in that eventuality. It would get really bad, really quickly.
