Could Xi Xia have united China?

Could the medieval Xi Xia state have unified all of China under its rule?

One would probably have to butterfly the mongol invasions unless it can happen in the decades beforehand.
Perhaps one would make the state of Jin less powerful, or butterfly the Jin and have a lasting Northern Song decline and descend into a multi-faceted civil war a la the Han and Tang before it, of which Xi Xia takes advantage.
The Tanguts, if I remember correctly, were a nomadic people not entirely dissimilar to the mongols. Could they have pulled what they pulled given a leader analogous to Genghis?
If, hypothetically, it were to happen, and the Tanguts establish the dynasty of later Xia before Genghis, what would the mongols be up against? Could the mongol invasions be butterflied?
What would Xia China look like? How similar might it be to OTL Yuan China?
 
Not Chinese enough to unite China through diplomacy; not barbarian enough to come like the Mongols sweeping China from the North/West.
