Could V-2's have been used to deliver bio-chemical weapons?

With some modification of course.

If so, what would be allied reaction to a massed surprise attack against Britain in 44, perhaps prior to Normandy invasion

Missile was not deployed until September 1944 - further modification would delay its deployment still further. By which time most of the UK would be out of range.

You'd need an air-burst-VT fusing option to adequately disperse nerve agents like Sarin.

Wunderwaffen will not win a war you have already lost.
 
Any use of chemical or biological weapons against British forces or civilians gives Harris and Churchill carte blanche to respond in kind.

Which would end terribly for Germany.

Then with either V Weapon, you have to deal with the problem of actually deploying those gasses.
Given the existing late War QC issues, you would be having a lot of leaks, not so good for the launch crews.

2nd, the US/UK retaliation with Mustard and Lewisite, plus Anthrax

The Heer will run out of horses for transport very quickly, let alone the men themselves.

War would be over a lot sooner, for the Allies.

The medical cost to Post war Europe would be staggering....probably lead to a RED EUROPE. Hitler was supposedly against such weapons and we may not see them until nukes start falling.
