Could the Russian Empire ever have be made into a puppet(s) or satellite state(s)?

Like say (Meiji) China or ( non Nazi) Germany were able to beat the Russian Empire in a war, and after the defeat they want ensure that Russia doesn't ever rise to become a threat. Note that China and Germany aren't fighting Russia at the same time, but I find them to be the only countries, without rather early PODs , that would be able to beat Russia. Anyways, how would they reduce Russia to no longer being a great power? Is that even possible? I mean I suppose Western Russian Empire could be broken up into various states like puppets in the Caucasus, Eastern Europe, and greater Finland, but Russia would still have Siberia and Central Asia, which would be very difficult for Germany to puppetize. Like armies could just flee East and rebuild from there.

Meanwhile in the China scenario, it would be a nightmare to have to go all the way from China and to Western Russian Empire. Like, annexing Siberia would be simple or, at least setting up puppets in Siberia and Central Asia( I am actually not sure if Siberia would have the population or strong enough enough native cultures/identities to create multiple states ,aside from one Siberian nation). But, Russia would still have everything west to the Ural mountains, like Poland, Ukraine, Finland, etc.
So, I will put three different questions relating to the same thing.
  1. How could Germany reduce Russia to no longer being a great power, to the point that Siberia is lost to it, and even a Siberian/Central Asian nation can't rise to liberate Russia?
  2. How could China reduce Russia to no longer being a great power, to the point that Western Russia is to weak to take back or reintegrate Siberia into itself, and the "ruler" of Russia is a puppet to China akin to Manchukuo?
 
Long Story short it's not. Meiji China, don't you mean Japan, unless you are talking about pulling a Meiji? First, what's the time period at the earliest, Second which China Ming or Qing? Lastly, what's meant by Germany, greater or lesser Germany?

China going into a major war and taking Siberia is flat out impossible unless they are stupid enough to try, the Qing had a long enough border already and would require moving through lots of plains northward and mountains westward. a Surviving Ming same problem but with no Mongolia and Manchuria as nearby borders, and potentially with no railroads so it's slow going and living off the land would be hard as well. there isn't much to break considering how sparsely settled Siberia was in most places.

Germany could at least break-up Finland, the Baltics, and possibly the partition of Poland. Anything more would require lots of marching, and praying that the Russians don't go with scorched earth tactics. Again provided they a damn good supply line to even get them anywhere.
