Could the Espionage Act of 1917 have been blocked?

The Espionage Act was used to smash the IWW and the Socialist Party of America. Particularly after the SPA had strong showings in the municipal elections of 1917 and the Green Corn Rebellion. Now the final revised version passed the Senate by 80 to 8 and the House by 261 to 109.

However I was curious if it would be possible for the Act to be blocked due to squabbling between Wilson and Congress. Or if that's far fetched. The Wilson administration's original draft called for the censorship of the press, which caused widespread opposition. The Senate removed the provision by a vote of 39 to 38. Wilson maintained that the censorship was necessary, but he signed the revised version of the act and it was passed by congress.

Would it have been possible for the Wilson Administration to remain firm on the topic of censorship of the press and refuse to sign the act unless it contained the provision? Preventing the act from being passed at all? Or is this out there?
