The thing is, France was not a threat to the Netherlands, so there is no reason for the Netherlands to join a Prussian alliance. I would even go so far that Prussia was more of a threat than France was (a war would have been possible for example over Luxemburg or Limburg).
If you want the Netherlands to form an alliance with a major European power, you need a pretty good POD in the 19th century. I think the best possibility would be a Belgian-Dutch conflict, in which France supports Belgium, while Prussia supports the Netherlands or possibly a Prussian-Dutch conflict over Luxemburg/Limburg if you want a Franco-Dutch alliance.
