Could rice hold off wheat in urban Japanese market without 1958 Famine?

That was what ramen museum and bakery fans admit that without rice crop failure in 1958 Japan, J-Force will never flood Japanese food market with U.S-imported wheat flour at giveaway price. And they may never dominate Japanese urban food market the way they are today.

So without that famine, could Japanese rice hold off the challenge from imported in form of bread and ramen in urban market? Or rice was doom against avaliability and convenience bread and ramen provided?
