Could Napoleon have brought back the grandeur of the Roman Empire to Europe?

No, that wouldn't be possible, maybe under Charlemagne, Justinian, and others in the late antiquity to early medieval period could, but after that, Europe was too fractured and divided so many ways to Sunday, for it to happen. The best Napolean could hope for is a European union centralized under France, ruled by an enlightened monarchy, which could be very possible in many ways. Or possibly a bunch of monarchies under his family, and alliances with foreign powers against the British empire, to create an empire of client states, or both, they aren't exclusive to the other.
 
Well he reintroduced slavery in parts of the Empire and ransacked treasuries all over Europe so there are parallels.
