Well, it's not likely that this Belgium will fall into France's orbit if it's Bonapartist and the French are Bourbon.The Allies want a Netherlands that's strong enough to provide at least something of a hedge against any resurgent French influence. Partitioning the Netherlands at Vienna would create a Belgium that falls into France's orbit by default and put the Dutch in a position they can't push back if the French try anything funny.
