Could Lee's army's retreat after Gettysburg have been stopped

Could better organization and luck by the Union forces have resulted in Lee' Army of Northern Virginia effectively ceasing to exist, no retreat so they have to surrender in huge numbers?

What would be the political consequences?

Does this end the ACW up to 18 months than in otl?

Possibly, but not likely.

Meade pressed pretty hard with what he had OTL, and the other Federal forces involved are of limited value here.

Luck might have done some good, but Lee was still in a position to fight a battle - so even if his retreat is intercepted, he's not doomed.
