Could Jesse Ventura have been re-elected?

Jesse Ventura was the first Reform Party (before forming the Independence Party) member elected governor. He served from 1999 to 2003, declining to seek a second term due ostensibly to dissatisfaction with media coverage. His replacement as the Independence Party nominee Tim Penny won just 16% of the vote and came in third place.

Had Ventura, for whatever reason, pursued reelection could he have won? And if he did what would four more years of Ventura be like?
 
Ventura was elected when times were good. I think it was assumed that he would be an empty suit. Instead, he turned into a complete embarrassment, not only for his state, but for his party. Ventura's problem, as always, was his big mouth. He alienates everyone, he doesn't get his way, and then he whines incessantly and retreats into other venues, like pro wrestling or appearing on radio shows. By the end of his term, he was doing very little actual governing. If he had won a second term, he would be even more ineffective than the first time around. The legislature was simply ignoring him.
