Could population exchanges have become part of the postwar settlement, if not at Versailles, after the defeat of Bela Kun, resulting in Slovaks having to leave Hungary, Hungarians being expelled from areas outside the Trianon borders, and Bulgarians being expelled from southern Dobruja?
If so, I imagine the Hungarians and Bulgarians would be all the more angry and eager to ally with Germany. If there are Nazis and a WWII, what difference does this advance ethnic cleansing make in the diplomacy and conduct of the war and postwar?
