Could Henry the Lion have Began the Unification of

Could Henry the Lion have Began the Unification of Germany? I know by the end of his life he had been isolated and forced from his thrown but had he did things differently could he have set the course for unification?

Im just starting to study this part of history so please forgive any ignorance.

EDIT: also what affects would this have later on, assuming he still marries Matilda of England how does this affect Anglo-German relations and how would france react if an alliance were to be formed.

Not sure what you mean by unification of Germany in this era.

As for effects later on, the Capets seem to have sided with the Staufen against the Welfs and Angevins OTL, so that probably doesn't change.
