If Italy stays out of WWII fascism could remain in power in a way that Franco did in Spain - the Allies needed them in the alliance against the Soviet Union. It's possible that Italian Fascism could be seen as preferable to Soviet-style Communism and be propped up against leftist agitation and interference.
The Allied invasion may not even come through Normandy....If Mussolini stayed neutral, took the Thailand route in the meantime (pretends to be on Nazi Germany's side but actually feeds intel to and gives secret support to the Allies), and joined in after D-Day, Fascist Italy might last a long, long time.
