Could Basil II have taken Italy Completely

Assuming Justinian level ego and negligence, could Basil II have been able to tackle the entirety of Italy for pure glory without respect to any of the other frontiers?

This is ASB Basil but I basically mean the Empire at the height of Basil II's reign under an emperor capable of pooling the strength of the Empire.
 
Basil II is probably out of question indeed for a full fledged invasion of Italy: out-of-character from someone more busy about stability and securing peripheries.

That said, I could see Sicily being conquered with Basil II actually having such plans at the end of the reign , would it be only to stop Arabo-Siculan and Fatimid raids; as well, crushing Lombardo-Byzantine troubles would makes sense.

After Basil II, an expedition against Italo-Normans could be successful with a stable enough Byzantium (and it could makes more sense than advancing bluntly in Armenia, altough I wait for BG to correct me).

More, and it's going to be a ressource drain most needed on all other borders, critically with Ottonians in Northern Italy (while unable to advance southern). Some loony could attempt it, but it would be short lived.
