Could any joint operations by Spanish and Dutch forces have been mounted or succeeded in the 1670s?

Here's the wiki on the Franco-Dutch War, which in its early years coincided with an Anglo-Dutch war which saw the Dutch re-take New Amsterdam & threaten the Chesapeake? Even more novel than the Anglo-French cooperation during its early, Stuart years is that this was one of those rare occasions, and the first occasion after Dutch independence, when the Spanish & Dutch were aligned. The Dano-Norwegians and HRE also happened to be on the Dutch side for this one.

Could the Spanish and Dutch side been more aggressive against either the English or the French? For example, they might have been able to work together to put threaten some English or French Caribbean territories, or the the southern part of the English colonies in America like the Carolinas or Virginia, using Dutch & Spanish ships & boosting them with Spanish infantry from Cuba and Florida.

I would say yes and no. Yes as in the Dutch were strong enough on sea that they could threaten the English everywhere and with the help of the Spanish they would be able to take and hold some very important and big areas from the English and French.
The no is more important though. The Dutch Republic itself was under thread. France managed to occupy half of it. If your existance is under thread, you don't have the luxury for major expeditions in the new world. Get rid of that immediate thread for example, the French get bogged down in the Spanish Netherlands and the south of the Dutch Republic and you could see something like you suggest (although I expect them to focus more on the carribean, which was more profitable and you have less English colonists).
