Could Another Egyptian Dynasty Have Arisen Without Alexander?

From the time of the Assyrian conquest to the Ptolemaic dynasty, Egypt had struggled repeatedly and ultimately unsuccessfully to throw off rule by strong Eastern empires. When Persian Emperor Artaxerxes III Conquered Egypt again and removed the famous last native Egyptian Pharoah, Nectanebo II, the country would again chafe under this empire until Alexander the great's famous liberation of the country, albeit with the establishment of the Greek Ptolemaic dynasty. If the traditional accounts of Alexander's conquest are authentic, then it seems to me that Egypt would and probably could throw the Persians off again should the Achaemenid empire experience another period of weakness, be it from internal unrest or a defeat from some external empire.

Could such an empire claw its way back to independence and somewhat revive Ancient Egyptian civilization for the Classical Era?

Egypt throwing off Persian rule again is not implausible for the record. What is really in question here is whether they could do it and keep it off.
 
They made a solid attempt in the Ptolemaic era so odds are it's going to happen barring their conquest by another strong outside power.
 
The Persian empire would probably fall eventually, and when it does, a native Egyptian dynasty is more likely than a Mesopotamian empire usurping Egypt too. Though, a later Greek, Berber, Arab, or Kushite invasion aren’t impossible
 
Is this a world where Alexander never lived or he never liberated Egypt.
Where he either never lived or never lived as we know him to have such that if Egypt is to be liberated, it is going to have to be through an uprising, not such a direct foreign intervention.

Perhaps not a strictly Mesopotamium empire in the sense of a revived Babylonian empire but another Persian dynasty could come along with the belief that it is obligated to control Egypt. I think that this is more likely than the other scenarios barring the Romans if there aren't butterflies. There might be Greek settlers but they won't likely invade IMO. But if Egypt is to repulse any resurgent Persian empire for any length of time, it must make good on the rebellion and get back on its feet before that happens. It needs to make alliances, stay unified through the early days of the new dynasty under strong rulers. It would be a good idea to train a competent enough army to reduce dependence on mercenaries (though mercenaries will always be important), get a navy and build fortifications in the Sinai.
