You shouldn't really say X in year A would be on the same "level" as Y in year B, because it suggests history is a race with a predestined track.

On OP I think you're overestimating. Yes, this could be possible (although Andeans OTL did have proper boats...) It could also be possible it would just remain a curiosity, like Chinese balloons that did not lead to any practical innovation.

hot air balloon is very simple. what you need
very large cotton sheet and woven reed basket .and ceramic pot with fuel.

Never denied it was easy. But I'm doubting the easiness of the jump from "balloon" to "bronze." And no, balloons are not equivalent to the geocentric model. As I said, the Chinese had basic balloons and it appears to have led to very little.
 
I know Chile has copper; but is it close enough to the surface for Inca to mine? And is there other raw material for bronze near the copper? And no, the Inca didn't have hot air balloon technology in the first place.
