Could a Russian warlord state be formed somewhere in central asia during the fall of the USSR?

While it is true that the kazakhs wanted to keep the union, let's say that the PoD is that there is a nationalist coup in Kazakhstan during the chaos of the 90s, and the new government takes a anti russian stance.

Could a random russian general desert with some divisions and brigades to a very russian populated area and seizes for it creating a quasi state, without recognition from anyone but at the same time not completely dependent on moscow? The idea is that he is being helped by Moscow, but he can defeat the assaults of the kazakh army by himself and the internal policy of the areas he controls are up to him.

A final thing: It must be on central asia, no especially on Kazakhstan, it can be a enclave on turkenstan too.
 
Isn’t Transdnestria such a state ?

Not really because there is some legal basis for it, they have a legislative body, they have their own armed forces, they have passports and are recognized.

I was wondering something more like 1930s china or the dirlewanger brigade on the new order, the guy is just... there... with his soldiers doing... things... profiting from... something while facing the armies of the state he is illegally occupying.
 
I think that any such regime of generals which seizes a territory with Russian population will construct a narrative with ‘defending the historic rights of the Russians against the evil Muslims’ and organize some semblance of a council/parliament with rigged elections and issue their own documents.
The regime of Transdnestria is recognised by almost nobody and the country just ‘sits there’ facing Moldovan troops because nobody can stomach any bloodshed.

To accomplish such a situation in Central Asia you need
-a compact mass of Russian population with a majority in the region;
- a very weak country;
- a defensible terrain like bordered by a river like Transdnestria or a valley with mountains around;
- some friendly adjacent territory to make possible supplying.

I cannot think at this moment of such an area.
