Constitution allows American citizens born in foreign countries to run for President

I understand there is no legal definition of natural born citizen, so anyone can get the gig.

A natural born citizen of the United States is a person who is born within the boundaries of the United States (including incorporated territories) whose parents are subject to American authority (ie citizens or residents)*, or who has at least one parent who is an American citizen.

* as per United States vs. Wong Kim Ark, if the child is born on American soil, and if the parents are citizens of another nation, the child is an american citizen as long as the parents reside in the United States and are not official representatives of a foreign nation.
 
If the status of a person as natural born citizen were in real doubt, who would decide on his or her eligibility as President of USA? The electoral commissions of the several States?
 
This would make a really cool timeline - where many U.S. Presidents are people famous in other countries! I love the idea of President Napoleon, President Schwarzenegger, and all else, because it just sounds so fascinating. I hope someone writes a timeline based on this, it would be really interesting.
