Consequences of heavily Romanized/Latinized Austria/Britain/Western rhine?

In OTL, these areas both (mostly) maintained their own culture under roman rule and quickly became de-romanised after the migrations. however, what if this was not the case? what if a large, latin speaking population existed in those places, and managed to either assimilate its conquerors or create a state capable of withstanding them? what would be the effects of the Germanic/Romance border being in the Rhine and Danube?
 
My opinion is that Rome should have avoided expansion towards Austria and the Swiss Alps and stayed well south of the Danube and west of the Rhine. That way, France, Spain and Britain are Latinized and the Germanic regions are left to themselves.
 
The UK would probably have mostly minor changes, they’d be a lot more like France but still very similar to our timeline because of their isolation.
For the Rhineland and Austria I see a way of how they could’ve developed:
Austria wasn’t very inhabited even when the Romans collapsed, so with a high percentage of Latin population they’d probably gain independence after the Lombard occupation and act as some sort of buffer state between the Italian states and the german ones, then they’d become a bunch of communes like the rest of Italy, I doubt they would be united and since the HRE was keeping alive the ‘big’ Italian states in the Middle Ages the other peninsular states would be even more disunited. The HRE would be significantly weaker as well, maybe not immediately but it would eventually fall to the Polish and French, Bohemia would act as a less authoritarian and weaker Austria.
The ‘Austrian’ communes would then eventually become part of Venice, which would be a much more powerful state with no Austrians to fight, and then, the Serene republic could easily unify Italy, maybe with some sort of pact with the Two Sicilies, but i can imagine them unifying at least northern Italy.
In the meantime, the Rhineland would suffer the same fate as real life, they’d be conquered by the Francs and then be part of Charlemagne’s empire, the only thing would be that they would remain a part of France.
Basically in this AU I see an incredibly strong France, there isn’t any Austria to stop them, the HRE is weak, the UK shares many traits with them and are maybe even seen as allies, the northern Italian states allow their influence and maybe even the annexation of Genoa and Piedmont.

Why would there be a Holy Roman Empire? Assuming the Papacy distributes the title unto a ruler in Europe, why exactly is this state harmed by Latin speaking Austria/Norica or Latin Rhineland? The Empire was not harmed by Slavic Bohemia or Burgundia/Lotharingia and Italia. Further, the stated language was Latin anyway, it is not as if they would not be using Medieval Latin to communicate at high levels anyway.

The issue is that the Germans had crossed the Rhine before and Rome needed the most defensible frontiers. Also, don't forget the incentive to control Noricum for its abundance of quality iron/steel
 
Mentality:
  • Britannia: The Britons are more the rather straightforward, efficient kind of people, who are not that well known of their politeness and have still this sort of frontiersman spirit. They like to exaggerate, and are a little more responsible than their Gaulish cousins. Individualism is valued high.
  • Moselians, also known as Lorrainans: basically a Franco-German mix. Or mostly Germans speaking French.
  • Noricans: hmm a tough one. They perceive themselves as a bastion of civllilization surrounded by enemies. Should you survive in this area, you ought to prepare for a harsh winter, a potential Barbaric invasion from the north, but most importantly from the east (Huns, Avars...). This would lead to a rather xenophobic and hostike sentiment to outsiders.
Politics:
  • Britannia has mist likely a Presidential Republic. The parliamentary system would be 2rounds for a siglemember constituency. You would have a Populist party (economic left) and a Liberal party (economic right) plus maybe a Patrician party for the upper class conservatives.
  • Moselians: might a well end up part of Fraunce. A right-left cleavage due to old industrial hearland.
  • Noriken: Noricum would have to a greatly decentralized state, due to the terrain. Each valley would maintain its identity. Political spectrum is dominated by nationalists, populists and moderates.
