Congress of Vienna without Napoleon's Hundred Days

Napoleon returned from Elba to begin his Hundred Days as the Congress of Vienna was meeting, although the congresses “final act” which formed the peace we know today was published before Waterloo, Napoleon's return doubtlessly changed the outcome of the peace. So what if Napoleon dies on elba or is otherwise unable to return to France to begin the Hundred Days, how would the peace be different?

Somehow, I can imagine that France actually will get more territory than in OTL, but that's just it.

I don't know if, without the Hundred Days, if the Polish-Saxon Crisis is more likely to lead to war, but if it does, we could see a drastic change in the European map.

Hmmm. If it leads to war and then Napoleon decides to return...
 
For one thing

France keeps the Saar and the Savoy, as per the Treaty of Paris (1814). She also doesn't have to pay the huge indemnities imposed in 1815.

Thats true, Tsar Alexander even tried to duel Prince Metternich of Austria over his perceived snub of Russia during the dispute... without Napoleon returning as a common enemy it could have gotten even more out of hand.
