Congress of Vienna takes AL from France

What if during the Congress, the delegates, angry about Napoleons return, deprive France of Alsace-Lorraine and give it to the confederation of the Rhine? What effect does this have on history and does this lead to a period of Revanche for France later?

Given the "balance of power" theory, I'd presume it would only occur if Prussia lost some of its OTL territory as well, perhaps the Rhineland west of the Rhine and North Saxony in exchange for the Prussian Poland.

Might it not depend on the circumstances? Say if Napoleon won in the Waterloo campaign but was defeated later. Both British and Prussian influence would be weakened somewhat while there would be greater concern about France and desire to punish them for supporting Napoleon. In one scenario I played around with Prussia got all of Saxony, as they originally wanted. In compensation the displaced dynasty were made kings of Alsace & Lorraine, this being the full pre-1766 Lorraine. This state would be included in a German Confederation as an extra check on a French revival.
