Congress of 1914.

WI after the as assasination of arch duke Ferdinand a congress was called to resolve the crisis, who would most likely call it and were would it be held and would this stop WW1 merely delay it.
 
I would say delay more than anything. I believe it's been brought up before that the assassination of Franz Ferdinand was more a flashpoint than the sole cause of the war. All parties involved wanted the war on some level to readjust the balance of power in Europe, and Germany especially wanted a war with Russia before the Russians were fully up to scratch.

As for a congress. You'd need it in a neutral place. Maybe the Netherlands or more likely Belgium.
 
Edward Grey championed the idea of such a conference, so Britain would almost certainly be the one to call it. The Netherlands sound like a good place for the congress.
There's still the question of how to get Austria-Hungary to agree, but I guess this is a WI and not an AHC.

It would probably just delay the war.
