Confederate states made part of DC?

I've heard this proposed in threads asking how people would handle Reconstruction -- the states that seceded would be officially annexed to the District of Columbia, and thus under direct federal control, for a period of time (in the proposal I read, 100 years).

Could this have reasonably been considered, following the defeat of the Confederacy?

So, the former states would be some sort of administrative subunit of DC?

Short answer - No.

Long answer - No, because the district established as the seat of the government of the United States (ie. Columbia) may not be larger then 10 miles square according to Article 1 Section 8 Clause 4 of the Constitution. Altering this would require a Constitutional Amendment. Additionally, annexation battles, even at the local township, city or county levels can be contentious. Setting the process of seizing/annexing the rebel states' territory and adding it to the nation's seat of government's would ignite a new conflagration of violence and rebellion across the South.
