Rather doubtful since the Union has a MUCH bigger economy. Lower tarrifs help but it does little good to bring goods to New Orleans if the vast majority of the buyers are in places like New York and Philadelphia. That is assuming that a Civil War victory won't balkanize the entire within a decade or two making the area about as peaceful as 11th century Europe, which is quite likely.
