Confederacy in the Axis Powers

If we go with the OP, the north will essentially have 80-90 % of its GDP OTL and the south will be, well, poor and defenseless. They'd be overrun in a year.

They could still build some nice forts along the rivers in the Upper South/Texas and maintain a sizable riverine fleet on the Tennessee and Mississippi and any sizable river in Virginia. The Mississippi and Tennessee rivers and the Appalachians will channel attacks down particular angles and prevent armies from easily assisting each other until river crossings can be secured. Foreign support could help modernize their army to a degree although it's going to be pretty dated in many places. If the South intertangles itself in foreign alliances, it'll probably be prepared to mount a solid resistance. I'd expect Canada to be an easier nut to crack in this scenario, simply because even with the Canadian winter, taking Montreal and Toronto is going to be easier than taking major CSA centers like Birmingham or Atlanta.
 
The CSA is going to be at a significant disadvantage in a "WWII" where it is part of the Axis. Given the political philosophy of the CSA it is most definitely going to be substantially less industrialized than the north. The population of the CSA will be smaller here than OTL because immigration will be smaller, OTL immigrants from ethnic/religious communities that would not be terribly welcome in an independent CSA did drift south as immigration was not restricted in that way (at least until the 1920s after the major waves of immigration). In the Turtledove series the CSA does well because the USA is also at war with the UK, if the UK and USA are allied against the Axis between the RN and USN the CSA is fighting almost alone - sure a few German subs make it to the CSA, maybe use some ports for resupply but not for long. On top of all that the CSA will have a very large black population which will welcome US forces and certainly cooperate behind the lines.

Because the USA will have fewer forces than OTL, and will be occupied with dealing with the CSA on home ground, things may go better for Germany and Japan and the war go on longer. Since the war against Japan was primarily naval in character, the CSA involvement is less helpful to the Japanese.

TR would probably never be president in a TL where the US does not go to war with Spain over Cuba. Which is unlikely if Cuba is in the CSA's rather than the USA's "backyard." And Woodrow Wilson is very unlikely to be president of the Confederacy. He got his political start in the US from the fact that it was unusual for a Democrat to be president of an institution like Princeton University.

Franklin D. Roosevelt (if he still existed) would also almost certainly not be president (without a famous family name). Huey Long (if he still existed) would also be a different person--he was the product of Louisiana politics within the US which would be substantially different from politics of a Confederate Louisiana. (For example, the one party system was based on the perceived need for white solidarity after Reconstruction.)

The CSA was offered former German Colonies, but Wilson declines, which made a lot of people in the South mad, especially the secret society, the
Knights of the Golden Circle.
Ignoring the butterflies brutally massacred, such a nation that depends on African-American labour as the core of its economy and is essentially in the same economic position as apartheid South Africa (a white elite profiting hugely off badly treated black labour) will not turn down the offer of colonies and the large amounts of slaves African indentured servants. This is a nation that would view UDI Rhodesia as an example of Left-wing racial tolerance. The former slave owners and their fellow aristocrats will not turn down the option to bring back slavery and plantations, and will likely set up a Congo Free State-style colony in Cameroon.
