Concert of Europe question: How where the Congress sites chosen?

I'm doing research for a possible TL with a longer the Concert of Europe and am trying to find out how the sites for the congresses were chosen. Of the five congresses one took place in Prussia (Aix-la-Chapelle) while the other four (Vienna, Toppau, Laibach and Verona) met in the Austrian Empire. So was that due to Metternich's influence or was there any other circumstances that influenced this? Also, in the event of a continuing cycle of conferences, would they also take place in Austria or would the other Great powers begin to host? Finally, I know there was a proposed congress on the Greek independence war in 1825 that the British ultimately vetoed (much to Alexander I of Russia's fury), so was it's location already chosen?
 
No idea... I would have thought that each of the big powers (Austria, France, Britain, Russia, Prussia) would take turns, and naturally, it'd be in their respective capital.

Then again, Germany+Austria are sitting in the center of Europe.
 
A combination of politics and geographic convenience. As time goes on and transport becomes easier, they'd probably start happening outside central Europe.
 
Hm, I guess it was a combo of Metternich more or less being the leader of the Concert of Europe and Austria's central location then? Makes sense, and I can also see the locations moving as travel becomes easier. Maybe whomever calls for a congress hosts it?
 
The Congress of Berlin was, obviously, held in Berlin, and the London Conferrence was held in London, while the Hague Convention was held in the Hague and the Geneva Conventions in Geneva, so it can be either in a major power or in a convenient neutral location.
