Internationale at the time was Soviet national anthem - from 1917 to 1944.Ironically Deutschlandlied only became the national anthem of Germany in 1922, so its still a possible candidate.

It's the anthem of International Communism in general and was originally written in French. The Germans won't worry that they're copying the Russians.
In fact having the same anthem (only in different languages) might be a rallying cry for socialist solidarity.
