Would a federal authority having unified control over the Colorado River similar to the Tennessee Valley Authority be an improvement over the current situation?

If nothing else, it would put an end to the current tragedy-of-the-commons that occurs on this river that is the only source of water for much of the American Southwest.

Yes. A somewhat neutral organization to protect smaller states from losing control over water resources, as well as keeping the limited water resources for the most valid uses. However, someone will subvert the organization for their own ends at times. I doubt it would save the Colorado Delta without a treaty with Mexico.

Mexicans I'm guessing uses much less Colorado water than Americans.
