Colonization of the Philippines by the Spanish without sacking of Tondo

In case Tondo if not sacked the nobles of Northern Luzon would likely welcome immigrants and hindu migrants from Java and the muslim areas of the Western Malay Archipelago, I was thinking if not bad, I think a Congo like situation like with the Portuguese can happen in this situation.

In this case would the Visayans even would end up would they end up surrendering their independence to the Spanish
 
Spaniards would have to change their objectives in colonizing the Philippines from religious to economic one and then, vassalize Tondo and Namayan one-by-one while at the same time, Spanish Empire should retain its capital in Cebu or Iloilo and consolidate their direct rule in Visayas and Mindanao and colonize Luzon slowly until such point (mid 18th century) where Tondo and Namayan are weak enough to be threats of Spanish rule in the archipelago.

I think the Portuguese could vassalize Northern Luzon up to Pasig river which would form a polity in response to Bruneians, this is possible since Timor was colonized by the Portuguese and the Portuguese allied with Sunda and at that time Northern Luzon was in the same orbit as Sunda, Bali, Java and Timor especially before Bruneians sacked Tondo and since in this scenario they will be more averse to Islam due to Bruneians although the Spanish could still get the rest of the PH.
