St Martin. The northern half belongs to France, the southern to the Netherlands.

Martinique and Guadeloupe included, or were they viewed as departments of France, and thus outside of the deal?

The DOM-TOM didn't exist yet, so they'd be included.
 
They'd provide bases for a southern naval offensive, I figure. They were also part of Free France from day 1. Basically France was desperately pawning off the bits of Free France to keep fighting. Admittedly they're still rather poor and there's a low scale semi civil war that goes on and off in New Caledonia.

I thought the conquest of France was in 1940.

If the U.S. accepts this arrangement, there might be more allied air power come Fall Gelb.
