Colonial question

So I got this idea for a world in which England does not dominate colonialism as it did OTL, but it has a counterbalance in France and the Netherlands. The POD is roughly in the middle of the 17th century, when the Netherlands and France basicly remain allied against England. The thing is, I don't want to screw over England completely.I want England to be strong, but just not as strong as it was OTL.

Basicly my idea would be roughly this:
Spain basicly got what it did OTL.
Portugal got what it got OTL, with one exception (which I will mention later
France got Canada and northern New England, OTL Carribean, India, Senegal, Algeria, Tunisia, Egypt and Djibouti (for the Suez Canal and red Sea).
The Netherlands got New Netherlands (as a buffer between the Frenche and English North American colonies), OTL Dutch Carribean Colonies (possibly including the Dutch Virgin Island), New Holland in Brasil, the Dutch Cape Colony, Ceylon, Indonesia and Malaysia, Taiwan and possibly South Western Australia (I always like a Dutch Australia).
So what about England? I got Southern North America, including Pensylvania, Ohio and that area. It got OTL British Carribean, I am thinking of Guyana (including Surinam), Ghana, Natal, Bengal, Birma, Siam, Indo China and Hainan.

The thing is, I am uncertain if this would be enough to make England an equal to France. What would be good profitable colonies I can still give to England? I do not want to give England a huge unprofitable part of Africa, like France got OTL. What would be a good colony for England? What parts of Africa and Oceania were nice and profitable and would England like to colonise. And what parts were incredibly unattractive and could be left to the new kids on the block in the late 19th century.

What is the bar/POD that is going to draw Britain and what subsequent butterflies that keep the USA, Brazil, and possibly Australia Balkanized?

Not at first, but since they lack Canada the area is not valuable enough to keep in the 19th century.

I am not certain yet.I think it gets divided by Russia, Spain, England and France or whatever succession states they end up as.

The idea is that France and the Netherlands ally and divide the Spanish Netherlands among themselves. After the collapse of Spain, France's borders are basicly secured, so France focuses together with the Netherlands more on its navy and colonial power and deal some severe blows to England. The POD is stadholder Willem II surviving and winning the struggle for power in the Netherlands and him making a deal with France to divide the Spanish Netherlands.
