Overall he appealed to Portugal and Castille/Aragon in person, and sent his brother to France and England. All rejected the idea. He was going to travel in person to France after the Spanish monarchs initially turned him down, but they reconsidered and he came back. If that had not happened, and France had again said no, perhaps he would have made a final personal appeal to England.
