Collaborative TL: NSDAP on the decrease!

Because I am not too keen on writing, this will be a collaborative timeline. For the same reason, do not reckon with updates from me, but be delighted if something comes!
This timeline has no date limit, and no "areas" (as Peace in Our Time" has)

The party newspaper of the SPD (Social Democrats), on the 7th of November, wrote "Abwärts mit Hitler" (Hitler on the decrease) after his NSDAP had lost four percent in the elections the day before.

Now the PoD: Hitler does not become chancellor, instead, Hindenburg lets Schleicher reign in another so-called Präsidialkabinett.

Instead:

January 30th, 1933: Paul von Hindenburg dissolves the Reichstag, the German parliament, once again. New elections are held on the 5th of March.

February 28th, 1933: The Reichstag burns down. The NSDAP holds the commies responsible and vice versa. Hindenburg eagerly tries to find the culprit(s), but nobody can be arrested.

March 5th, 1933: Election day

KPD (Communists): 12,8 % (-4,1)
SPD (Social democrats): 27,4 % (+7,0)
Zentrum (Centrist): 15,5 % (+3,6)
BVP (Bavarian People's Party): 3,2 % (+0,1)
DStP (German State Party): 2,2 % (+1,2)
DVP (German People's Party): 3,9 % (+2,0
)
DNVP (German National People's Party): 9,5 % (+1,0)
NSDAP (The Nazis): 24,7 % (-8,4)

So, although the majority is slim, a democratic government (Grand Coalition) of SPD, Zentrum, BVP, DStP and DVP can be formed!

Now it's up to you how to deal with the TL, see my above announcement!
source for the election Results of Nov. 33 was German Wikipedia (http://de.wikipedia.org/wiki/Reichstagswahl_November_1932)

So, we must see for first who could be the new chancellor of the Republic... Von Paper didn't seemed to be too adact to lead a coalition cabinet, i personally support the return of Bruning... But the relative majority achieved by SPD could favor also Otto Braun, but i didn't know if Hinderburg will support a SPD chancellor...

They can technically form a majority, but those parties weren't able to work together and Hindenburg didn't want them to form a government.

That being said, they don't need to. To get to the point where Hindenburg calls an election on 30th January, rather than going along with Papen's plan to appoint Hitler as Chancellor, I can only think that Schleicher has gone with his Defence Ministry's "Plan B" - proposed to Hindenburg that he stay in power on a care-taker basis, effectively ignoring votes of no confidence, unless and until the parties in the Reichstag propose a Chancellor who will have majority support. So, Schleicher stays in power until there is an organised majority in the Reichstag. The political situation might deteriorate again, but not if he follows a moderate line and doesn't prompt such a deterioration.

February 15, 1933: Giuseppe Zangara successfully assassinates President-Elect Franklin Delano Roosevelt in Miami, Florida.Vice President- Elect John Nance Garner IV will now assume the Presidency on March 4, 1933.

Someone else has to come up with PODs and ideas.
Here is one more for me.

January 17, 1933: The United States Congress rejects a proposal that would grant independence to the Philippines.
