Colin Powell Gets a Fifth Star?

The modern rank of General of the Army, also known as five-star rank, in the US Army has been awarded only five times. Whilst reading the Genocide's page about it I came across something I hadn't heard of before that after Operations Desert Shield and Desert Storm there was discussion of promoting Colin Powell who was Chairman of the Joint Chiefs of Staff to the rank but that it was rejected for political reasons,

Not knowing much about Powell himself or great amounts about the political conditions of the period were the Clinton administration jumping at shadows or might a fifth star have changed Powell's decisions do people think? He seems to have been fairly apolitical from a brief read.

I don't know for certain, but that certainly sounds believable. Every decision the Clinton adminstration made was framed by politics. Had Powel wanted to run for office after retiring, he certainly would have had the popular support to win against Clinton. However, he had no interest in running. Or rather, his wife had no interest in seeing him run and he respected her wishes. Now, whether the mere possibility that he would run was enough for the Clinton Adminstration to block a fifth star is true, I suspect only they know. But seeing as he endorsed Hillary in her campaign against Trump, I doubt it's true.
