Nixon elected in 1960, Cuban missile crisis averted, but which mean Khrushchev remains in power until 1971 he passed away. Soviet economy is better than OTL, no Gorbachev, no perestroika, Soviet still existed, cold war continues.

After the 1979 soviet intervention in Afghanistan, some extremist central Asian officers hijack a soviet nuclear submarine while on a voyage in the Indian Ocean and try to take it to a port in a Western friendly muslim country .
How will the superpowers and host Muslim country likely respond ?

That seems unlikely considering there are commissars on board every Soviet warship and sub to ensure every sailor is loyal to the Rodina.

But going with your scenario, it's going to cause an international incident. Think of it as something like The Hunt for Red October. Moscow would demand the submarine be returned back immediately. The U.S. Navy and the Soviet Navy might have a stand-off in the Indian Ocean or the Arabian Sea that might lead into World War III.

Also I think the Slavs were predominant in soviet military positions requiring technical expertise, so this might happen in a old destroyer or a nearly retired whiskey/ golf/ hotel but definitely not a modern warship

Yeah, considering the Soviets wanted the best of the best to operate the Motherland's best assets. Plus, I have read other ethnicities of the Soviet Union especially the Chechens and the Central Asians were discriminated. I think that's why most of the rear guard echelon units of the Red Army were composed of other ethnicities.
 
But in Tibets case it will be an uphill battle quite literally
Yes, fighting the Chinese in Tibet is a losing proposition without some earlier POD, but the general premise of a head of state offering the Indians his country and the Indian government accepting isn't ASB

If the PLA was sent to Cambodia, it would be a logistical problem.
