Clinton's Second Term Without the Lewinsky Scandal

Bush's message in 2000 would be different if Clinton's second term is different.
I don't know what it would be though. "Reformer with Results" IRC, was another one of their soundbites and I doubt it had much traction OTL and I doubt it would TTL either. He can run on "Change" the way Clinton did in 1992 or Obama did in 2008, but given how things in 2000, economically and internationally were much better than they were in 92 or 08, I doubt that sticks either. The only way I see a Republican winning in this TL is if the Dotcom bubble pops earlier than OTL, moving the recession to 2000 instead of 2001, or Gore runs a worse campaign than OTL.

Why are we all assuming Bush would get the 2000 nomination? Surely if the Monica Lewinsky scandal didn't break that means it would be somewhat easier for McCain to get the 2000 GOP nomination, right?
 
IMO it'd be the reverse. Without a scandal to make republicans more ah worried about potential scandal, less GOPe figures and primary voters care about Dubya's past alcoholism so McCain loses earlier.

The Bush-McCain contest had little to do with the Lewinsky affair. It was a race between the GOP establishment, who backed Bush, and the party renegades who backed McCain. Bush might have lost to McCain had his campaign not resorted to racist tactics involving McCain's adopted daughter. Bush made another barely veiled appeal to racism by speaking at Bob Jones (a university which banned interracial dating). No Lewinsky scandal doesn't impact this and Bush is still the 2000 nominee. Unless butterflies resulting from the Clinton-Gingrich plan to privatize Social Security help McCain and he beats Bush.
