Clinton in U.S. pushes for expanded overtime during first 100 Days 1993?

This is new and updated regulation which was scheduled to come into effect Dec. 1, 2016. That if someone makes less than $47,000, they get time-and-a-half for overtime whether or not they're classified as salaried.

What if President Clinton had pushed for this much earlier?

I'm asking because Clinton pushed for and won with a very populist economic appeal, but there weren't a whole heck of a lot of specifics he could deliver to the American public.

This is Senator Tim Scott (R-South Carolina). And yes, the fact that he's an African-American conservative does make it more of a challenge.

Let's say the Clinton Administration had embraced the challenge, had made the case.
 
The question is how much did he make as salary and what hours did he work?

Clinton can point out that stores often cheat employees out of money by making them salaried and paying them less than if they'd stayed on an hourly wage.
 
Clinton might say, Senator Scott has had a good experience and more power to him. Not everyone has had a good experience. In a number of cases, companies do game the system by working the distinction between salary and hourly.

[don't know if 'game' was used as a verb back in 1993!]
 
Clinton did deliver a better economy, although admittedly a lot of that was luck. But only a handful of specifics that we can really name.

I'm asking, what if President Clinton could have delivered a couple of additional substantial specifics?
