Perhaps Perot avoids his gaffes and campaign upheaval, spurring Bill Clinton to seek a "game change" solution, in this case running with Hillary as his veep.

How would this be perceived? Would Clinton still win. How would Hillary fair as President of the Senate?

Impossible Constitutionally unless they pull off some chicanery of different residences. The voters wouldn't go for it at all, and ditching Gore for Hillary is "upgrading" the personality from a piece of cardboard to someone with all the charm of a wild boar (especially in that era). It would be Clinton's Eagleton moment writ large.
 
Such a move would only hurt his campaign. Hillary had never held elected office up until that point, so it would be an obvious case of nepotism to the voting public. There would probably be a convention revolt because ultimately the VP pick is up to the convention, and if somehow Hillary survives that, she's going to be butchered in the general and a hindrance to the campaign. In addition, there is the added complication of both having residence in Arkansas, meaning Arkansas electors could not vote for both.

Assuming she is elected, somehow, serving as vice president gives her a platform for an earlier run. If the Lewinsky Scandal still happens and the impeachment process begins, the press would run wild with the fact that impeaching Bill would lead to the woman he cheated on becoming president. If Hillary is power-hungry and a lot more ticked off than OTL, she may just pull some strings to get impeachment passed in the Senate. So we get 42nd President Clinton followed by 43rd President Clinton (though I assume she'll be going by Rodham in this case).
 
Now what'd be fun, but strictly ASB, is if the Electoral college got brainwashed to vote for Hillary as VP, and the collective brainwashing was long enough to allow them to be inaugurated. You'd get a proposed Spite Amendment that makes the 22nd look mild, along the lines of no spouse of a President may ever be elected President or Vice President or be in the line of succession if in the Cabinet or Congress.

Technically speaking, the vice-presidential nominee is chosen by the convention, not by the presidential nominee. In practice this has meant little in the past several decades, since the convention always ratifies the presidential nominee's choice, but there was a time when the convention's power was real (e.g., when the GOP convention chose Coolidge instead of Lenroot as Harding's running mate in 1920) and it could happen again if Clinton tried an idea this crazy.
